The New Falkirk Town Hall - Pre-Application Engagement

Pre-Application Consultation 

 As the new town hall proposal is classed as a major development, we must carry out a Pre-Application Consultation (PAC) before we submit a planning application. 

 This is a separate process to the usage survey and focuses specifically on the external design of the building and its surroundings. 

As part of this consultation, you’ll be invited to feedback on: 

  • The size and footprint of the building
  • External designs and building materials
  • Access and transport links
  • Landscaping and surrounding environment

 

How the PAC process works

 We will soon submit a Proposal of Application Notice to the Planning Authority, starting a minimum 12-week period before a planning application can be submitted. 

 During that period, we'll: 

  • Publish a notice in The Falkirk Herald setting out how you can get involved in the PAC.
  • Hold public drop-in sessions over two days in June, where you can review the proposals, ask questions and share your views.
  • Launch a PAC-specific survey in June to gather feedback, available online at Participate+ and in hardcopy at Falkirk Library, Hope Street, and the Falkirk Delivers office at 199a High Street.
  • Host feedback sessions in July to share what we’ve heard through the PAC survey and drop-in events and explain how your views will inform the planning application.
  • Review all feedback (usage survey and PAC survey) and consider any changes before preparing a report summarising what we’ve heard and how we’ve responded. This report will be submitted alongside the planning application in autumn 2025.
