Standardisation of Park Maintenance - Zetland Park & Callendar Park

Falkirk Council is seeking the views of key stakeholders and the wider public on the introduction of a standard level of park maintenance across the Council area.

This change would see Callendar Park and Zetland Park receive the same number of grass cuts - once every three weeks - that works successfully at the Council’s other major parks such as Dollar Park, the Kinneil Estate, Douglas Park, Herbertshire Castle Park and Gray Buchanan Park.

Bringing Callendar Park and Zetland Park into line with the other parks – instead of the current weekly cut - would allow the Council to move the on-site grounds maintenance teams in these parks to the central depot. This would create a more flexible Council-wide team and enable efficiencies that would save local taxpayers an estimated £83,000 per year. All existing staff would be protected.

Centralising the grounds team would mean that the Council was no longer be able to maintain the bowling green for Zetland Bowling Club for free. The Zetland Bowling Club is currently the only bowling club in Falkirk that benefits from this arrangement with the Council so this change would create a standard approach for the Falkirk Council area.

Officers would seek to work with the Zetland Bowling Club to arrange a phased transition to enable members to put in place the same arrangements that other bowling clubs use for their greens maintenance.

We are keen to better understand the likely impact of the potential change on park users and key stakeholders to inform our decision-making process.

Feedback

20 February 2026 00:00 - 1 July 2026 23:00

Consultation on the proposal was carried out in January 2026. A high volume of responses were received – 382 separate responses to an online survey, 82% of which were from people resident in the Grangemouth ward. In addition 1257 separate, standard objection letters were handed in by Grangemouth Community Council. The stated grounds for objection to the proposal to reduce the grass cutting frequency at Zetland Park were:

  • Significant impact on the quality of the park;
  • Impact on the management of waste and litter within the park;
  • Impact on the safety of the children’s play area due to less frequent visual inspection and the potential for drug paraphernalia to be left there;
  • Impact on the difficulty of removing dog waste from grass areas; and
  • Impact on the morale of an already environmentally challenged community.

The consultation report sets out the results of the online survey
