Submission and Examination of Proposed Plan

The Council will summarise and respond to the unresolved issues raised in formal representations to the Proposed Plan on a template form called a Schedule 3. The form will be submitted along with the Proposed Plan and accompanying information to Scottish Ministers who will, in turn, appoint an independent person, called a reporter, to carry out the Examination of the unresolved issues. The reporter must be satisfied that the Council has met its consultation commitments in the Participation Statement before starting the main part of the Examination. They may decide to obtain further information on an unresolved issue through written information requests or by holding an inquiry or hearing. At the end of the process, the reporter will publish an Examination Report with their recommendations on modifications to the plan. The recommendations are binding on the Council except in the limited circumstances set out in planning legislation.

However, if the reporter considers that insufficient land for housing has been allocated, they may, instead of preparing the Examination Report, instruct the Council to prepare another proposed plan. 

The Council will notify the public of the Examination in local newspapers and in local public libraries. Anyone who made unresolved representations will be informed too.
