Falkirk Waste and Litter Consultation

Help shape the future of waste and environmental services in Falkirk.

Falkirk Council is reviewing how we deliver household waste services and how we deal with wider environmental issues such as litter and fly-tipping. We want to make sure that the services we provide reflect the priorities of local residents, while also making best use of the public resources available to us. This consultation gives you the opportunity to share your views and help guide the decisions we take in the months ahead.

We are particularly interested in your opinions on six important areas of service delivery. These include the operation of Household Waste Recycling Centres, the future approach to garden waste and bulky item collection services, how we tackle fly-tipping and littering in our communities, the role and number of litter bins and bring sites across the Council area, our enforcement priorities, and the potential introduction of a rapid-response Environmental Hit Squad.

Your feedback will be used to shape how we improve services, focus resources where they are most needed, and decide fairly what should be funded through Council Tax and what should be charged for separately.

Falkirk Waste and Litter Consultation 2025

The survey was undertaken using Participate+ and ran from 11 September 2025 to 9 October 2025 and received 458 responses.


Household Waste Recycling Centres (HWRCs)

Important – To provide coverage across the Falkirk council estate so both should continue to be maintained.

93.9% (430 choices)

Neutral – it is good to have two, but other services are more important to me.

4.8% (22 choices)

Not important – so long as one site is available, and it was a good one that is fine.

1.3% (6 choices)

Cost Recovery for Non-Statutory Services

No – the Council should fully subsidise these services even though they are optional and not all residents use them.

45.2% (207 choices)

Minor Cost recovery – some cost recovery and support for low-income households

24% (110 choices)

Partial yes – agree with cost recovery but want support for low-income households.

18.3% (84 choices)

Yes – full cost recovery for those using these additional services is the fairest approach for all Falkirk residents.

Tackling Fly-tipping and Littering

Yes – stronger enforcement measures are needed (including CCTV where justified).

86.9% (398 choices)

Yes – more education and community involvement are needed.

No – the current level of activity is sufficient.
