
Falkirk HSCP Locality Plans
Falkirk Health & Social Care Partnership (HSCP) has established three locality areas as part of its commitment to deliver services that meet the needs of the communities. The three locality areas are:
West Locality: Denny, Bonnybridge, Larbert and Stenhousemuir
Central Locality: Falkirk town, Camelon, Bainsford/Langlees and Hallglen
East Locality: Grangemouth, Bo'ness, Braes Villages
The HSCP are required to develop Locality Plans to help identify and address the needs of each Locality area and demonstrate how the Outcomes and Priorities in the Falkirk HSCP Strategic Plan 2023-2026 will be delivered on a local basis.
Work is now underway to develop our three Locality Plans. A steering group of key stakeholders has convened to oversee the development of the Locality Plans. The Steering Group have outlined a high-level Action Plan to develop the Plans.
Locality Delivery Groups for each Locality area will be convened to undertake the development of Locality Plans. The Locality Delivery Groups will include stakeholders specific to the Locality area to deliver the plan.
The Central Locality Delivery Group has been convened and will be the first plan to be developed and published in January 2025. East & West Locality Plans will be developed and published in May 2025. The plans will cover the period of the current Strategic Plan until 2026.
Developing Locality Plans will include reviewing data available to the HSCP on each Locality, utilising the knowledge of operational staff and engaging with the public to hear their views to understand the important issues that the Locality Plans should focus on.
The process undertaken to develop Locality Plans will ensure that health and social care professionals, third sector and independent sectors, housing, service users and carers are given the opportunity to influence and inform service planning and the delivery of our Locality Plans.
Engagement on the challenges within Falkirk Central and proposed priorities to address these challenges is underway. The full set of survey questions is attached below as a pdf. It may be helpful to review the survey questions before submitting a response online. It may also be helpful for those of you who wish to provide a group response.

Phases
Central Locality Delivery Group
Meeting 1
Falkirk Central Locality Delivery Group convened in August 2024 and reviewed data available for the Falkirk Central Locality area. The data outlined strengths and challenges in the area and how they aligned to the Falkirk HSCP Strategic Plan priorities. The group also reviewed the gaps in the data available for Central Locality and followed up with members afterwards about where this data could be accessed.
Using the information provided at the meeting, the Delivery Group discussed what should be included within the Locality Plan and possible priorities it should address. The group also discussed a possible engagement process to be undertaken to ensure the public have their say on the development of the Locality Plan.
Meeting 2
A second meeting of the Locality Central Delivery Group convened in September 2024. At this meeting the group reviewed information discussed at the first meeting before reviewing possible priorites & actions for the Central Locality Plan. The Delivery Group also decided on the structure of the Locality Plan.
Meeting 3
The group met in October 2024 to finalise proposed priorities for the Locality Plan and to plan engagement with the public on the proposals. The group finalised the questions we would like to ask members and created a report which demonstrated feedback received from previous engagement, how we have acted upon this feedback and the challenges we have identified for Falkirk Central that we will look to address with the Locality Plan. After this meeting, the group will begin a six-week consultation period to gather the public's views on the challenges identified for Falkirk Central and proposed priorities to address the challenges. The consultation period will be open until November.
