Investing in Dunipace

Falkirk Council has allocated £500,000 to deliver place based improvements in Dunipace.

This survey seeks to gather your views - we’d like you to tell us which areas you use the most, what you like and don’t like about them and your ideas for projects that would improve your day to day experience of Dunipace.

We also have an in-person event being held at The Heritage Rooms, Dunipace on the 26th November from 2pm till 8pm. Maps of the area will be on display for residents and users to come along show us where and how you would like to see the improvements being made. Council officers will be on hand to answer any questions people may have.

Following community engagement and consultation during late 2024 – Jan 2025. You gave us your thoughts on the 'Investing in Dunipace' project, frequently mentioning the following as areas of interest for a regeneration project –

Congestion and road safety- you voiced the desire for a parking area near Stirling Street to aid with congestion and pedestrian safety. Suggestions were also noted for some public realm to allow dwell time and potential spend in the local area. A desire for traffic calming was raised on several occasions. You gave us your concerns arounds safe routes to school at Dunipace Primary.   

Playpark & Pump Track – you told us the playpark and pump track has no lighting which means it can’t be used after 4pm in the winter months. Maintenance issues were highlighted around the playpark to make it useable. 

Safety – you told us about various areas across the town feeling unsafe at night due to poor lighting in public spaces.

Gala Park – litter management was mentioned often throughout the consultation at Gala Park, lighting and a lack of seating were all highlighted by you in this area. Some of you voiced the desire for a toilet at the pavilion.

Art Installation - you articulated the desire for a sense of arrival to the village. Possible signage, art installation and recognition of the towns history in paper milling was mentioned. 

While we have noted all the above as desired projects, we have to recognise that not everything highlighted fits the Regeneration Fund criteria. We will, however engage all concerns, ideas and suggestions to the relevant Council departments for consideration. 

 Criteria for Regeneration Fund           

In order to be considered for implementation, projects must be aligned with the following criteria. Please note, statements 1-3 must be true of the project in order to be considered for funding through this scheme.             

                            

1.     Project is able to demonstrate a direct, positive impact on the local economy                                       

2.     Project is shaped by the needs and aspirations of residents and businesses                                   

3.     Any resulting capital asset created by the project is economically sustainable (i.e. must not generate ongoing maintenance or staffing costs without a guaranteed source of ongoing income)                                       

4.     Projects that seek to improve or bring back into use vacant, derelict or underused land or buildings will be prioritised                                      

5.     Funding will be prioritised to projects where no existing funding streams exist                               

6.     Only items classified as capital expenditure (by Falkirk Council Financial Regulations and Standing Orders) can be funded through the Regeneration Fund – new build or upgrade to buildings, public realm or purchase of equipment for example. This means that items such as staffing, hire costs or recurring programme costs, nor regular maintenance costs (roads maintenance, weeding, waste collection) cannot be funded. The purchase of vehicles, including electric vehicles and associated charging infrastructure, will not be considered as appropriate spend within this scheme.                                          

7.     This fund is also open to ‘shovel ready’ projects considered to be at an advanced stage of development and, if given cash stimulus, will have the most immediate impact on employment and the economy.                                       

8.     The total funding available is £1m and split evenly across Bainsford and Langlees (£500,000) and Dunipace (£500,000).                                

9.     The expectation is that Falkirk Council will lead on the design, development and delivery of approved projects but consideration will be given to the provision of grants to 3rd Parties, such as constituted community groups, social enterprises or charitable organisations, who can demonstrate alignment with the priorities of the Regeneration Fund outlined above.                           

We will now enter a feasibility phase for the projects you told us you would like to see in your area before feeding back on the outcome.
