Introduction to the Bowhouse and Kersiebank Community Action Plan
We are starting work on a new Community Action Plan
The Community Planning Partnership is about to begin work on a Community Action Plan (CAP) for Bowhouse and Kersiebank.
These neighbourhoods were chosen because information and feedback show they have greater levels of need, and a CAP can help make a real difference for local people.

What is the Community Planning Partnership?
The Community Planning Partnership (CPP) is a group of organisations that work together to make life better for people in the Falkirk area.
This includes the Council, NHS, Police, Fire Service, voluntary groups, and other partners.
They work in partnership to:
- Tackle local inequalities
- Improve services
- Help communities thrive
These partners coordinate their skills, time, and resources to support local people.

What is a Community Action Plan (CAP)?
A Community Action Plan is a plan created with local residents.
It sets out:
- What matters most to the community
- What needs to improve
- What actions partners and the community will take together
A CAP is based on:
- Local data about the area
- Feedback from residents
- Knowledge from local organisations
A CAP helps communities:
- Agree shared priorities
- Plan improvements
- Strengthen funding bids
- Work more closely with local partners
It is a practical plan that guides work in the area over several years.

Phases
Data Profile Phase
Phase 1: The Data Profile Phase
Phase 1 is all about getting to know the area really well before any planning begins. This helps make sure the CAP focuses on the issues that matter most to local people.
First, the Community Planning Partnership chooses which area will have a new Community Action Plan. This is usually based on national data that shows where people may be facing more challenges, such as in health, education, income, or access to services.
Once the area is chosen, the team works with partners—like council services, the health partnership, community groups and others—to pull together up‑to‑date facts and figures about the area. This might include information on housing, employment, crime, transport and more. By gathering as much reliable information as possible at the start, the team can clearly see what is going well and what needs improvement.
A Working Group is then set up. This group includes public‑sector partners and local community representatives. Their job is to look at the data, talk about it, and help develop a fuller picture of the area. They may also identify any gaps in the information and agree what else needs to be explored.
At the end of Phase 1, all of this work helps identify the key areas of inequality—the issues that need the most attention. These issues will become the focus for the next phases of the CAP process.
